Isn't expansion a process that involves a number of cities submitting bids, and over the course of a year or so, the bids are examined and discussed and whittled down to a number of candidates as the ownership groups and venues are vetted? Yeah, apparently. I have heard about the Bart Starr Phoenix Firebird project, and I think that Tex Schramm said one time that the Mid-South may be a good expansion candidate, but nothing ever came of it.

I was googling 1976 NFL Expansion, and I found this thread:

I don't think that Jimmy Johnson was forced out, was he? I heard that he wanted to leave after being there for five seasons. Allegedly, he was talking to the Jaguars during that season.

That part about the QB's and the last 45 years may be interesting. Also, another thing along those lines to look at would be times where there are a dearth of quality QB's in the draft (like from 1974-78, for example).

I'm not even sure how to reply to this. The 90s Cowboys were incredibly deep in talented players. To call Ken Norton and Emmitt Smith "overrated" is insane. It's true not every player was "the best" at their position (what team can claim that?) but Dallas had legitimate All-Pros...
