'4th' NFL team to join AFC in '70

Outside of the Steelers, Browns, and Colts, what NFL team was the closest to also jumping ship to the newly formed AFC in 1970?

I read an interesting article not long ago suggesting had Baltimore won SBIII, chances are they would have stayed in the NFL being they were a recent champ. A flip side to that was also offered stating that Rosenbloom was not as influential of an owner compared to the others and that the move would have happened anyway.

My guess is Philadelphia, being that they were still sort of rivals with the Steelers, and would have replaced the Colts in the AFC East.
