Hey Guys:
I'm reasonably sure that the Oakland Raiders were the most penalized team in the decade of the 1970s, but I don't know this for sure. Can anyone confirm or refute this belief? Moreover, can anyone tell me how many times the Raiders were penalized during the 1970s? Thanks a bunch!

Oakland led the league in penalties in 1966 and in 1968/69
The only year in the 70's that they led the league in penalties was 1975.

Or perhaps the refs were wary of angering the NFL's "criminal element".

"We get penalized more often" was one of Al Davis' complaints.
